The Government

The Council of Seven

The main governing body of the reef.  Made up of one representative from each province and one elected leader.  The Octopi govern themselves but abide by the laws of the Council.

The Law

Seaquine law is actually quite simple when compared to our own system.  The council is allowed no more than 20 laws and each province is allowed 100 additional laws.  Each law is required to be fairly simple in wording and within a certain number of words.  If a new law is needed then one of the older laws must be removed.  Individual province laws may not conflict with any of the 20 council laws.  It is up to the judges and advocates to determine to what extent a law has been broken and what the proper punishment should be.

The first five laws of the council are considered the core laws and are unchangeable.

1st Law: Protects Freedom and Equality (Puts all seaquine breeds and the Octopi on equal footing)

2nd Law: Protects Life (Prohibits murder and physical harm)

3rd Law: Protects Truth (Prohibits dishonesty, lying, cheating)

4th Law: Protects Property (Prohibits stealing and willful destruction)

5th Law: Provides for punishment of law breakers

Seaquine Military and Law Enforcement

The armies of the Reef have a rich history.  At the time of the Pirate Wars battle training was at its peak with many highly trained, skilled, units.  The Ahtenhi ( ah-TEN-high)  were the master sword wielders of the sea.  Teekers of the highest skill these sword fighters followed a strict warriors code and defended the reef with their lives.  Jousting units bore massive pikes that even the most determined enemy hesitated to engage.  Artillery teams launched deadly bolts through the sea with fearsome speed and accuracy.  Lionfish defended the troops with lightning fast maneuvers and poisonous fins.

The Reef has been at peace for centuries, therefore, the military is now at minimal numbers and mostly deals with nuisance sharks, natural disasters and the occasional tailball riot.  The Ahtenhi numbers are at an all time low of twenty members, many of whom are elders.  Jousting is now merely a spectator sport.  Artillery units have become museum pieces.  Although the lionfish are still part of the population few, if any, have defense training.

The modern peacekeeping forces are refered to as The Guard and are made up of two main groups, the Reef Guard and the City Guard.   Both groups recieve the same basic training as sentries.  The Reef Guard is the military, trained to work together in units and skilled in combat.  They guard the highways, hunt bandit camps,  respond to emergancies and handle anything else that might effect the reef as a whole.

The City Guard generally work individually or in pairs under the supervision of a sheriff.  They work entirely within the limits of their cities dealing with theft, thuggery and other crimes.  They also provide security services for events and individuals.
